Chief Executive Officer

MAJOR DUTIES AND RESPONSIBILITIES
-Provide corporate leadership and vision in determining policies and priorities for the delivery of cost effective   quality healthcare in the Eastern Regional Health Authority.
-Work with the Eastern Regional Health Authority Board and Management Executive and other senior staff to   determine and agree clear strategic and operational objectives for units within the Eastern Regional Health   Authority.
-Function as the accounting officer of the Eastern Regional Health Authority.
-Prepare the strategic plan and annual business plan for approval by the Ministry of Health, setting out the   Eastern Regional Health Authority’s plans for the provision of services, cost of services and sources of   finances.
-Ensure that appropriate financial and information systems are in place to monitor the effectiveness of the   Eastern Regional Health Authority’s structure and initiates action to improve these.
-Oversee the development of appropriate human resources and industrial relations policies, staffing levels   and administrative units of the Eastern Regional Health Authority.
-Implement systems for effective communication within the Eastern Regional Health Authority and with the   Ministry of Health, to ensure that stakeholders are aware of the policies, strategies and targets of the Eastern Regional Health Authority.
 
MINIMUM TRAINING AND EXPERIENCE
-The incumbent should possess extensive theoretical and practical knowledge of strategic business management and leadership, thorough understanding of the Authority’s goals and objectives, sound appreciation of health sector management issues and challenges, alternative dispute resolution skills, interpretative judgment, analytical, diagnostic and communicative abilities, and relevant public and/or private sector knowledge and experience of the institutional, governmental, socio-economic and cultural framework in which the Authority operates.
 
-The incumbent should possess a post graduate degree in Health Services Management, Public Health, Public Service Administration or Business Administration and a minimum of ten (10) years’ post qualification experience, five (5) of which should have been at a senior management level, preferably working in a complex healthcare environment; or any relevant combination of training and work experience.

4. ORGANISATIONAL RELATIONSHIP
The Chief Executive Officer will report to the Chairman, Board of Directors.

5. NATURE & SCOPE
The Chief Executive Officer is responsible for planning, directing, controlling and reporting on the Authority so as to facilitate the achievement of established short, medium and long term service and viability objectives, compliance with institutional, regulatory, and governmental requirements and the establishment of appropriate corporate strategies, plans and perspectives.
 

6. SPECIFIC ACCOUNTABILITIES
The Chief Executive Officer would be required to:

  • Provide corporate leadership and vision in determining policies and priorities for the delivery of cost effective quality healthcare in the Regional Health Authority. Specific duties include: -

 

-Establishing corporate objectives, plans and procedures subject to agreed strategic imperatives and  in accordance with policies approved by the Board of Directors

-Providing vision, direction and leadership in enabling the ERHA to achieve its strategic goals and  objectives
-Providing coherent leadership of the ERHA, including, but not necessarily limited to representing the 
 organization to patients, members, suppliers, government, fellow RHA bodies, regulators, the media  and wider stakeholders
-Managing and developing the executive management team in the fulfilment of their duties and  responsibilities, ensuring  performance appraisals are undertaken and  relevant development and  training  opportunities are provided
-Developing, recommending and implementing an appropriate framework of corporate policies and  procedures for divisional operations
-Liaising with regional and international health sector agencies as required to promote the objectives of  the  Authority

  • Work with the Regional Health Authority Board and Management Executive and other senior staff to determine and agree clear strategic and operational objectives for units within the Regional Health Authority. Specific duties include: -

-Leading the executive and senior management team in the day-to-day functioning of the ERHA
-Establishing objectives, direct and control the operations of all functions, including daily operations of  the Authority so as to ensure that established work targets are achieved
-Measuring the performance of the organization against stated milestones and goals
-Reviewing and evaluating operational performance to initiate appropriate corrective action for the  achievement of defined performance targets

  • Function as the accounting officer of the Eastern Regional Health Authority

-The post holder should oversee all functions, procurement and deliverables of the Eastern Regional  Health Authority and be accountable for all finances.

  • Prepare the strategic plan and annual business plan for approval by the Ministry, setting out the Regional Health Authority’s plans for the provision of services, cost of services and sources of finances. Specific duties include: -

 

-Coordinating the preparation of annual budgets for the operations of the Authority and administer  approved  budgets
-Approving operational and financial transactions within established discretionary limits
 

  • Ensure that appropriate financial and information systems are in place to monitor the effectiveness of the Regional Health Authority’s structure and initiates action to improve these. Specific duties include: -

-Ensuring that the Authority’s personnel and office management files are effectively updated and -  maintained
-Ensuring the availability, proper utilization and safekeeping of the institution’s resources and assets

  • Oversee the development of appropriate human resources and industrial relations policies, staffing levels and mix in administrative units of the Regional Health Authority. Specific duties include: -

-Facilitating the development of HR policies, including management development and succession  planning  for the executive and senior management team and approving the appointment and  termination of  employment of members of that team
-Ensuring the development of people management approaches to enable high levels of staff  engagement,  participation and retention within the ERHA.
-Selecting, developing and monitoring the utilization and performance of subordinate personnel so as  to  create and maintain effective levels of corporate productivity

  • Implement systems for effective communication within the Eastern Regional Health Authority and with the Ministry of Health, to ensure that stakeholders are aware of the policies, strategies and targets of the Eastern Regional Health Authority. Specific duties include: 

         ​-Creating and maintaining a positive corporate image for the Authority among the wide spectrum of                   stakeholders e.g. internal and external clients, suppliers, media, general public etc.
         -Representing the Authority with customers, external agencies, government, the media and the public            -Preparing and reviewing management and corporate performance reports for submission to the Board           of  Directors
 

  • Prepare operational, informational and statistical reports for the Board of Directors including but not necessarily limited to: -

-Management reports
-Annual reports
-Annual budget
-Financial Statements
-Annual Audited financial statements
-Sectoral performance reports

  • Perform other related duties as required by the job function.

         -This job description aims to illustrate the range and nature of responsibilities held by the post holder.               The list  of duties and responsibilities is not exhaustive and the post holder is expected to be flexible in           his approach.  The duties associated with the post will inevitably vary and develop and therefore the               role will be reviewed  on a regular basis and changes made in consultation with the post-holder. 

  • Key Performance Indicators include: -

-Extent to which established short term health sector objectives are met within defined cost limits and  medium/long term goals are facilitated
-Degree of corporate compliance with established policies and procedures
-Frequency and nature of budget variances
-Timeliness, accuracy and reliability of management and financial reports

 
 

7.  KEY KNOWLEDGE, SKILLS AND ABILITIES

8.  MINIMUM TRAINING AND EXPERIENCE

  • Post graduate degree in Health Services Management, Public Health, Public Service Administration  or Business Administration
