GEOGRAPHIC INFORMATION SYSTEMS (GIS) OFFICER

REPORTS TO: Manager, Infrastructure Development Unit
SUPERVISION GIVEN TO: GIS Technician
TYPE OF POSITION: Contractual Position
Job Summary
The Geographic Information Systems (GIS) Officer is responsible for managing all GIS projects undertaken by the agency involving the collection, analysis, and dissemination of geospatial data for the Land Settlement Agency.
Duties and Responsibilities
Leads GIS implementation and maintenance activities including resource planning, policy and procedure development, organization needs assessment, and systems analysis.
Coordinates and supervises GIS activities and personnel (spatial analysis, data modelling, development and management of databases, metadata, digital mapping, and GIS data standards and quality assurance procedures).
Manages GIS data development and/or conversion projects including providing technical expertise, obtaining milestones, and meeting deadlines.
Develops tools and scripts to process and prepare vector and/or raster data; requires knowledge of Python language.
Provides guidance and training to users.
Knowledge, Skills and Abilities
Knowledge: Proficient in ESRI ArcGIS 10; experience in AutoCAD is considered a strong plus.
Skills and Abilities: Ability to multi-task, integrate project segments, and follow established procedures under simultaneous workloads; ability to develop work plans, manage GIS/GPS project activities, and provide technical expertise to other government agencies and the general public.
Minimum Experience and Training
A Bachelor’s Degree in Computer Science, Information Technology, or Geography.
Five (5) years’ experience working with Management Information Systems (MIS) and Geographic Information Systems (GIS), with two (2) years’ experience in Project Management.
A Master’s Degree in a GIS-related field would be an asset.
An equivalent combination of education and experience sufficient to successfully perform the essential duties listed above will also be considered.
