SENIOR MANAGER FINANCE AND OPERATIONS
The Tobago Development Fund is a Special Purpose Company established by the Tobago House of Assembly under the auspices of the Division of Finance, Trade and the Economy. The organization is mandated to advance Tobago’s economic and social development through resource mobilization, technical support, and the facilitation of strategic partnerships.
Applications are invited from suitably qualified candidates for the position of Senior Manager, Finance and Operations.
Role Overview Reporting directly to the Chief Executive Officer, the Senior Manager, Finance and Operations provides strategic and operational leadership across the organization’s core functions, including finance and accounting, risk management, and operational management.
Key Responsibilities
a) Financial Management
Lead and oversee financial planning, budgeting, cash flow management, and treasury functions.
Prepare, analyze, and present accurate and timely financial reports to support strategic decision-making.
Ensure compliance with applicable accounting standards, statutory regulations, and legal requirements.
Develop, implement, and strengthen internal controls, financial policies, and governance frameworks.
Manage the annual external audit process and serve as the primary liaison with auditors.
Lead the identification, assessment, and mitigation of financial risks and operational risks, ensuring appropriate risk management strategies and controls are implemented.
b) Operations Management
Oversee procurement, inventory management, and vendor relationships.
Ensure efficient facilities management and service delivery.
Maintain effective administrative systems, records, and contractual documentation.
Liaise with the IT Service Providers to ensure system availability, security, and performance.
Oversee payroll administration and related employee matters.
Qualifications & Experience
Bachelor’s degree in Finance, Accounting, or related field.
Professional certification (ACCA, CMA or equivalent).
Master’s degree in Business Administration (MBA).
Minimum 5 years of progressive experience in finance or related field.
At least 3 years in a managerial role.
Key Competencies The ideal candidate must possess strong analytical and problem-solving skills, underpinned by a sound understanding of financial management and reporting. They should be able to demonstrate excellent communication, negotiation, and interpersonal abilities, with the capacity to build effective working relationships across a range of stakeholders. The role requires the ability to manage multiple priorities, meet competing deadlines, and maintain a high standard of integrity, organisation, and attention to detail. Proficiency in financial systems and digital tools is essential.
