π― Job Summary
The Junior Legal Officer performs professional legal work related to the Port Authority of Trinidad and Tobago (PATT) and its three (3) Strategic Business Units (SBUs).
Reporting directly to the Senior Legal Officer, the incumbent represents the Authority in court, provides sound legal advice and opinions, and drafts legal instruments and documents across all matters involving PATT and its SBUs.
π Key Duties & Responsibilities
1. Legal Representation & Court Proceedings
Court & Tribunal Appearance: Represent the interests of PATT and its SBUs in court, before tribunals, and at official committee meetings.
Pre-Trial Preparation: Ensure timely court preparation activities, including taking depositions, preparing witness statements, pre-trial briefs, and draft pleadings for filing.
Industrial Court Matters: Draft Evidence and Arguments for employee-related matters appearing before the Industrial Court.
External Counsel Liaison: Assist in preparing detailed instructions for external counsel on legal matters involving PATT/SBUs.
2. Legal Drafting, Research & Advisory
Document Drafting: Draft complex legal instruments including pleadings, contracts, leases, agreements, and other official documents.
Legal Opinions: Provide comprehensive legal opinions, research briefs, and advisory reports on complex legal issues and statutory interpretation under the laws of Trinidad and Tobago.
Board & Management Support: Provide legal advice to the Chairman, Board, and Executive Management; attend Board/Sub-Committee meetings and record minutes as directed.
3. Policy, Legislation & Stakeholder Engagement
Legislative Review: Conduct research and analysis to review legislation and regulations relevant to PATT/SBUs, advancing recommendations for amendment or reform.
Policy Formulation: Assist in planning, directing, coordinating, and formulating legal policies for the Authority.
Stakeholder Relations: Participate in negotiations, mediations, and consultations with internal and external stakeholders, facilitating legal communications.
General Duties: Perform any other related duties as required by the job function.
π Minimum Qualifications, Experience & Training
Academic Qualification: Bachelor of Laws Degree (LL.B.) from an accredited academic institution.
Professional Qualification: Legal Education Certificate (L.E.C.) or equivalent from a recognized institution.
Bar Admission: Admission to practice law in Trinidad and Tobago.
Professional Experience: Minimum of six (6) yearsβ working experience as a practicing Attorney-at-Law.
Technical Skills: Proficient in the Microsoft Office Suite.
π‘ Required Knowledge, Skills & Abilities
Legal Knowledge: Thorough knowledge of the Laws of Trinidad and Tobago, legal principles, court procedures, rules of evidence, and regulations specific to PATT and its SBUs.
Drafting & Research: Advanced proficiency in legal drafting, legal research techniques, and structural document preparation.
Advocacy & Negotiation: Proven skill in advocacy, negotiation, and mediation, with the ability to argue clearly, logically, and persuasively (both orally and in writing).
Analytical Thinking: Strong ability to analyze and interpret complex laws, regulations, and legal issues.
Interpersonal Skills: Ability to build and maintain effective, professional working relationships with internal and external stakeholders.
