REGISTRY SUPERVISOR (ON CONTRACT)
JOB TITLE: Registry Supervisor
EMPLOYER: Tobago House of Assembly (THA), Division of Housing, Settlements and Public Utilities
REPORTS TO: Administrator
Job Summary
The Registry Supervisor designs, implements and administers records systems and related information services in order to improve the registry’s efficiency and help ensure the preservation of archives for the future. He/she provides effective and appropriate management techniques for the Division of Housing, Settlements and Public Utilities records, from the time that they are lodged in the Registry, thus ensuring that the legal obligations are met for the creation and retention of both paper and electronic records.
Duties and Responsibilities
Manages day to day operations of the Registry; monitors work flow and its overall quality; assures processes and procedures are accomplished according to established guidelines and regulations; analyses processes and procedures and makes recommendations for improvements; implements improvements upon approval.
Supervises the Registry staff and co-ordinate, assign and review their work schedules (record keeping and filing) and other activities involving general office duties.
Oversees the management of electronic and/or paper based information, including official documents and highly classified information.
Cooperates with action officers to ensure that the registry is providing the fullest possible service and that action officers are contributing to the efficiency of the registry.
Monitors records management practices within the registry and ensures compliance with relevant legislation and regulations.
Ensures adherence to all procedures laid down in registry processes.
Maintains confidentiality of information.
Liaises with the Records Manager at the Office of the Chief Secretary for advice and assistance and to arrange for the disposal of non-current records.
Establishes a records and information management programme that complies with international records management standards.
Ensures that the organization’s goals are achieved.
Performs as required, any other duties as assigned.
Accountabilities
Monthly Reports.
Quarterly and Annual Performance Appraisal Reports for the Registry Officer III, II and I.
Knowledge, Skills and Abilities
Expertise in knowledge and information management.
Considerable knowledge of modern office administration, techniques of supervision.
Knowledge of the division’s goals, vision and mission statements.
Familiarity with modern information and records management principles and practices, including creation, capture and storage of information and records.
Ability to identify the needs of the Registry to develop reliable information and records capability.
Ability to exercise initiative, independent judgement and exhibit a high level of confidentiality.
Ability to exercise initiative, independent judgement and to act resourcefully under varying conditions; maintain strict confidentiality related to sensitive administrative, legal and other important information.
Ability to relate well with co-workers, supervisors, public officials, other employees and the general public.
Must be able to provide leadership and direction to subordinates, establish priorities, organize assignments and assign tasks.
Ability to supervise staff.
Ability to be a team player and establish effective team working.
Ability to work under pressure.
Ability to implement policies and procedures.
Highly motivated and is able to motivate others.
Skilled in the operation of a variety of office machines, to include personal computer, fax machine etc.
Excellent communication (oral and written) skills.
Strong organizational skills and problem solving skills.
Minimum Experience and Training
Experience in public administration at a supervisory level.
At least three to five (3-5) years’ experience in a registry environment, three (3) of which must be in a supervisory position.
Training as evidenced by a Certificate in Records Management, or any equivalent combination of experience and training.
Advance Diploma in Business Management or a related field.
