Job Summary
The incumbent is responsible for the day-to-day planning, coordination, supervision, monitoring and performance of the Litter Prevention Warden function within the Litter Eradication Programme throughout Tobago. The role involves translating approved LEP objectives into operational patrol and deployment plans, managing enforcement processes, and coordinating public education. The incumbent shall also be duly authorised to exercise the statutory functions of a Litter Prevention Warden under the Litter Act, Chap. 30:52 when operationally required.
Duties and Responsibilities
Warden Operations and Deployment: Coordinates day-to-day operations; develops daily, weekly, and monthly operational plans; prepares rosters and patrol schedules; deploys Wardens based on hotspot and environmental-health data; manages event-specific deployment; and identifies operational gaps.
Supervision and Performance: Provides direct supervision and guidance; monitors attendance, productivity, and conduct; ensures compliance with standard operating procedures; conducts regular briefings; reviews activity reports; coordinates training; and participates in performance appraisals.
Enforcement Coordination: Oversees enforcement operations to ensure statutory boundaries are respected; monitors investigations; tracks notices and tickets; coordinates court-related administrative arrangements; and liaises with Public Health Services personnel.
Statutory Warden Functions: Exercises the powers and functions of a Litter Prevention Warden under the Litter Act, Chap. 30:52; conducts field inspections and patrols; gathers evidence; issues notices or tickets; and gives evidence in court.
Complaints and Hotspots Management: Coordinates the assignment and investigation of litter complaints; monitors response times; analyses patrol reports to update the illegal-dumping hotspot register; and recommends targeted interventions.
Sanitation Coordination: Collaborates with the Programme Coordinator – Sanitation to cross-refer locations requiring cleanup, coordinate joint operations, and share relevant operational data.
Public Education and Evidence Management: Supports litter-prevention activities in schools, communities, and businesses; ensures the secure and accurate management of enforcement records, photographs, and evidentiary documents.
Inter-Agency Coordination and Safety: Maintains relationships with the Municipal Police, Environmental Management Authority, and other regulatory bodies; ensures compliance with the Occupational Safety and Health Act, Chap. 88:08.
Monitoring, Reporting and General Administration: Submits regular operational reports; monitors resource utilization (vehicles, gear, uniforms); contributes to budget preparation; maintains strict public-sector ethics; and works flexible hours as required.
Knowledge, Skills & Abilities
Knowledge: Comprehensive knowledge of the Litter Act, Chap. 30:52; knowledge of environmental enforcement operations, evidence gathering, ticketing, and court proceedings; knowledge of public-sector administrative reporting and OSH requirements.
Skills and Abilities: Strong operational planning, organization, and supervisory leadership capability; ability to interpret legislation, analyze data trends, critically review documentation, and handle confrontational situations via de-escalation techniques.
Minimum Experience and Training
Minimum Qualifications: A Bachelor’s Degree in Public Administration, Environmental Management, Environmental Science, Environmental Health, Criminal Justice, Criminology, Law, Management, Project Management, Social Sciences, or a related discipline from a recognised institution.
Minimum Experience: A minimum of three (3) years’ relevant experience in regulatory/enforcement operations, environmental health, compliance, or a related field, alongside experience supervising field-based personnel.
Special Requirement: Must satisfy all requirements for appointment as a Litter Prevention Warden under the Litter Act, Chap. 30:52, including successful completion of prescribed training and competency requirements.
Assets: Formal training in investigations, compliance, or conflict management; experience reviewing documentation for legal proceedings; knowledge of the THA administrative environment.
