JOB SUMMARY

The Clerk of Works plays a crucial role in ensuring that TURHC projects are executed efficiently and in compliance with established plans, specifications, and safety standards. Reporting to the Project Engineer, the incumbent is responsible for daily site inspections, contractor coordination, progress reporting, and adherence to project timelines. The Clerk of Works serves as the on-site representative for the Projects and Construction team, facilitating communication between project stakeholders and ensuring compliance with regulations. This role requires a proactive approach to problem-solving, quality assurance, and risk management to support the successful project delivery. Commitments

PRIMARY DUTIES & RESPONSIBILITIES

• Conduct daily site inspections to monitor project progress, quality of work, and compliance with design specifications.
• Ensure that all site activities adhere to TURHC’s health, safety, and environmental regulations.
• Assist the Project Supervisor in the review and evaluation of plans, specifications and designs submitted by contractors and/or engineers.
• Assist the Quantity Surveyor in verifying the quantum of works completed by each contractor.
• Assist the Project Engineer with commissioning or updating the punch/snag list in the approved format.
• Assist in the preparation of Scope of Works, Specifications and Cost Estimates for variations to the work in progress or for developing RFQs/RFPs.
• Coordinate with contractors, engineers, and project managers to ensure smooth workflow and timely issue resolution.
• Maintain accurate records of work performed, material usage, and contractor attendance.
• Identify and report potential risks, delays, or safety hazards on-site and recommend corrective actions.
• Assist in verifying completed work against contract specifications before approving progress payments.
• Liaise with suppliers and ensure that materials delivered to the site match project requirements.
• Document and report any deviations from the project plan, including unauthorized changes or non-compliant work.

• Ensure that site activities align with the project schedule and communicate any delays to the Project Engineer.
• Participate in site meetings, providing updates on progress, challenges, and proposed solutions.
• Support site logistics, including managing access, site security, and adherence to operational protocols.
• Witness testing and quality control activities to ensure compliance with contract requirements.
• Prepares and submits reports on all incidents and/or accidents occurring on the construction site in accordance with standard HSE procedures.
• Logs all activities of the construction site in the Daily Logbook in accordance with the Corporation’s procedures and standards.
• Prepares and submits daily/weekly/monthly reports on assigned project(s), utilizing the approved formats and within the agreed time frames.
• Performs any other duties relative to the job function as may be necessary.

QUALIFICATIONS & EXPERIENCE

• Technician’s Diploma or Bachelor’s degree in Construction Management, Civil Engineering, or a related field.
• Minimum of 3–5 years of experience in construction supervision, site inspection, or project coordination.
• Certification in Occupational Health and Safety, Construction Site Management, or equivalent is an asset.
• Experience in public sector infrastructure projects, preferably within the civil engineering or construction environment.
• Proficiency in Microsoft Office and site management software for reporting and record-keeping.

KNOWLEDGE, SKILLS AND ABILITIES

• Strong understanding of construction processes, building codes, project specifications, and quality control measures.
• Strong familiarity with construction site regulations, safety protocols, and project compliance
• Ability to read and interpret blueprints, site plans, and contract documents.
• Effective communication and coordination skills for engaging with contractors, suppliers, and project managers.
• Knowledge of procurement processes and contractor performance evaluation.
• Working knowledge of project management reporting techniques.
