JOB DESCRIPTION
JOB TITLE: System Planning & Research Manager
EMPLOYER: Trinidad and Tobago Electricity Commission (T&TEC)

Job Summary
Utilises the generation, transmission and telecommunications resources available to the Commission to ensure the provision of a safe, reliable and adequate electricity supply for the public. Formulates rules, instructions and controls for the operation of the transmission system.

Key Responsibilities
Ensures the production of and review of the ten-year Energy Sales, Peak Demand and Fuel Consumption Forecast to facilitate effective financial and engineering planning.
Ensures that transmission, generation and related system studies are undertaken and makes recommendations for the approval of the Reliability Committee.
Ensures generation adequacy and system resilience through Integrated Resource and Resiliency Planning (IRRP) studies and makes recommendations for the approval of the Reliability Committee.
Prepares specifications for the introduction of new technology to keep the Commission current with technological advancements.
Provides in response to departmental requests, in-house technical support, critical to the maintenance and upgrade of operational facilities, as well as consultancy services to third parties to generate additional revenue.
Recommends personnel for the performance of specific maintenance and control operations on the transmission system.
Ensures the application and implementation of safety regulations and disciplinary measures, consistent with good industrial relations practice and existing agreements.
Performs the function of Secretary to the Standards Committee.
Prepares Annual Departmental Estimates, monitors and controls the approved departmental resultant budget.
Ensures the availability of operational, informational and statistical reports as required by the job function.
Selects, develops and monitors the utilisation of subordinate personnel to create and maintain effective levels of productivity.
Performs other related duties as required by the job function.

Knowledge, Skills & Experience
Extensive knowledge of Electrical Theory and Practice.
Sound knowledge of the design and operations of the Generation, Transmission and Distribution electric grid in Trinidad and Tobago.
Well-developed knowledge of Project Management and the Commission’s Policies, Systems and Procedures.
Effective Managerial, Negotiating, Analytical, Diagnostic, Communicative and Interpersonal Skills.
Creative and Innovative abilities.
Proficiency in computer software programs.
At least eight (8) years experience in a similar or related job function, five (5) of which should be at Middle Management.

Qualification
BSc. in Electrical Engineering or equivalent qualification.
Advanced or Post Graduate Degree in Engineering or MSc. in Business Administration preferred.

Remuneration
Salary, terms and conditions of employment shall be in accordance with those determined by the Members of the Commission.
