Job Summary
The Litter Prevention Warden is responsible for promoting compliance with and enforcing the Litter Act, Chap. 30:52, in accordance with applicable legislation, Tobago House of Assembly policies, approved procedures and operational instructions. The incumbent must be duly appointed and authorised before exercising statutory enforcement powers.
Duties and Responsibilities
Patrols assigned streets, public areas, and hotspots to monitor compliance with the Litter Act.
Detects and investigates suspected littering offences and resolves complaints.
Issues lawful notices, tickets, and enforcement orders.
Prepares formal statements, reports, and evidentiary documentation; lays complaints and gives evidence during court proceedings.
Identifies illegal-dumping locations and refers cleanup requests to the sanitation arm of the LEP.
Reports graffiti, unauthorized flyers, and other environmental-cleanliness concerns.
Provides compliance information and advice to businesses and members of the public.
Participates in community public education and engagement activities.
Maintains accurate patrol logs, case records, and complaint databases.
Complies with the Occupational Safety and Health Act, Chap. 88:08, using required personal protective equipment and reporting field risks promptly.
Completes mandatory warden induction and refresher training; works flexible hours including weekends, evenings, and public holidays.
Knowledge, Skills & Abilities
Sound knowledge of the Litter Act, Chap. 30:52 and applicable enforcement procedures.
Ability to gather and document evidence, compile clear reports, and interpret legislative guidelines.
Effective written and oral communication skills; ability to interact professionally during confrontational situations using sound judgment and integrity.
Ability to work independently in field environments with basic computer literacy.
Minimum Experience and Training
Education: Three (3) GCE/CXC passes, including English Language, or equivalent qualifications.
Experience: At least one (1) year’s relevant experience in enforcement, regulatory, legislative, compliance, public-facing, or related work.
Core Demonstration: Experience dealing directly with the public and maintaining administrative records/reports.
Special Requirement: Successful completion of the prescribed Litter Prevention Warden training and full compliance with legal requirements for statutory appointment.
