JOB TITLE: Procurement Officer
EMPLOYER: The National Agricultural Marketing and Development Corporation (NAMDEVCO)

Job Summary
The Procurement Officer provides procurement expertise and assists stakeholders to plan, develop, source and manage procurement arrangements to effectively meet organizational and business objectives in accordance with the Act. In addition, provides technical expertise in procedures as required, in keeping with the Corporation’s established policies.

Key Responsibilities
* Identification and screening of all procurement suppliers to ensure that they meet the necessary requirements in keeping with the Office of Procurement Regulation Act (Act No. 13 of 2023).
* Develop, maintain and update a database with approved suppliers.
* Develop, implement and maintain procurement policies with regular review to ensure relevance, conformance with best practices and ensure compliance with all internal and regulatory policies.
* Ensures that the Corporation’s procurement policies and strategies are consistent with best practice procurement processes.
* Prepares bidding documents, terms of references, technical specification and all relevant documents required for the procurement of goods, works, services, and consulting services.
* Preparation of the Request for Proposals (RFP) as it relates to the procurement process.
* Responsible for the handling and reviewing of technical, commercial and legal aspects of procurement at all stages of the project, including analysis of procurement issues, procurement planning, design implementation and management, and training.
* Prepares expressions of interest, creates requisitions for purchase items, negotiates and manages terms of contracts.
* Responsible for timely procurement evaluation processes, including assessments on the quality and suitability of supplies, materials and equipment.
* Tracks order acknowledgement, communicates shortages and backlog reports, and provides information of potential interruptions to internal clients.
* Manages all procurement processes and contracts which include proper record keeping of the processing.
* Manages the disposal of assets.
* Any other duties as required.

Qualifications and Experience
* First Degree in Procurement and Supply Chain Management, Business Management, or a closely related field and three (3) years minimum experience in procurement and settling procurements strategies.
* Possession of a certificate in purchasing/ procurement would be considered an asset.
* At least three to five (3-5) years’ experience in private or public sector engaged in contract administration, purchasing, vendor management, procurement card, accounting, finance or a closely related field.
