The Police Complaints Authority (PCA) is seeking a suitably qualified individual to fill
the position of Information Technology Manager.
INFORMATION TECHNOLOGY MANAGER
ROLE PROFILE
Provide leadership and oversight of the daily operations of the IT Department to
ensure consistent delivery of IT services. Provide strong support to the Authority
through the effective management of the IT Team. This includes overseeing systems
planning, network design, implementation, and troubleshooting, as well as ensuring
the integration of secure, cost-effective, and customer-focused technology solutions.
Responsibilities also include the evaluation and documentation of systems and
procedures to improve efficiency and service delivery. All activities are to be carried
out in alignment with the approved policies and Standard Operating Procedures
(SOPs) of the Police Complaints Authority (PCA) and in compliance with the laws and
regulations of Trinidad and Tobago. Perform related duties and relief as required.
CORE RESPONSIBILITIES:
STRATEGIC RESULTS & INTERNAL OPERATIONS
• Develop a comprehensive strategic technology plan for the IT Team directed
towards the achievement of PCA’s Vision, Mission and Strategic goals.
• Manage Department’s workflow effectively to ensure operational efficiency.
• Ensure the integrity and reliability of all software and hardware systems.
• Prepare and implement a regular maintenance schedule to monitor, maintain
and support PCA’s technical infrastructure.
• Troubleshoot by researching and identifying system faults, solving problems,
and taking corrective action to prevent issues and ensure prompt resolution.
• Compile statistical data (volumes, system faults and queries) to aid in planning,
problem solving and timely preventative maintenance.
• Ensure the required documentation, security measures and risk management
systems are in place and adhered to and PCA achieves a satisfactory/better
Audit rating.
• Review/evaluate workflows and operational systems, processes and procedures
to improve efficiency and effectiveness.
• Ensure systems/processes function efficiently with minimum down time.
• Maintain reliable and secure LAN/WAN connectivity; address bottlenecks or
failures proactively.
• Ensure high availability of virtual servers.
• Manage performance, troubleshoot issues, and liaise with service providers for
resolution regarding the PBX System
• Oversee Microsoft Exchange Server and Active Directory for user management,
permissions, and mail services.
• Maintain all critical infrastructure including Domain Controller, File Server, and
Application Server
• Provide administrative oversight, user support, and coordinate updates or
enhancements for the electronic case management system.
• Oversee the use and efficiency of MF print services and PaperCut software.
• Perform desktop/laptop maintenance, monitor server health, and provide remote
IT support to the Tobago office.
• Procure IT Equipment and manage ongoing hardware lifecycle, warranties, and
replacements as needed.
• Ensure the maintenance of the PCA website, email and intranet.
• Manage and monitor HP SAN performance, capacity, and reliability.
• Ensure operational readiness of cybersecurity monitoring tools and MDR
solutions.
• Evaluate software patches and updates in a test environment prior to rollout.
• Prepare and manage the IT budget and resources.
• Provide specialist advice and knowledge.
• Complete reports and administration requirements.
SERVICE NETWORKING & STAKEHOLDER RELATIONS
• Ensure that quality service is provided to internal and external customers in a
courteous and professional manner.
• Provide Help Desk support, training and technical support for users with varying
levels of IT knowledge and competencies.
• Monitor performance of externally provided services and ensure contractual
obligations are met.
• Manage relationships with current vendors and service providers; conduct
regular service level evaluations and renewal negotiations.
• Survey the performance needs and goals of users; research and recommend
new technologies to improve productivity.
• Liaise with department heads/users/consultants/vendors to determine the most
appropriate hardware and software for usage.
• Adopt a problem-solving approach to IT issues.
• Project a professional image promoting respect and loyalty for the PCA.
RISK CONTROL & MANAGEMENT
• Develop and implement routine preventative measures and monitor closely to
ensure effective network security.
• Set up user accounts, permissions, passwords, and levels of access, provide
firewalls, spam and virus protection as required to safeguard system integrity,
prevent unauthorised access and damage to data.
• Prepare and document a contingency/disaster recovery (DR) plan to facilitate
the timely retrieval of data and conduct periodic testing of DR systems.
• Data Backup Server – Conduct regular backup verification and restore testing;
ensure data retention policies are upheld.
• Fire Suppression System – Ensure regular testing, compliance, and servicing
schedules are maintained.
• Enterprise Anti-Virus Server – Ensure endpoint protection is current across all
devices and manage threat response.
• CCTV Surveillance System – Oversee functionality, footage storage, and access
control protocols.
• Mobile Application – Coordinate support, bug tracking, and version control in
collaboration with developers.
• Monitor Sophos endpoint protection and respond to alerts and threats as
necessary.
• UPS Systems – Monitor performance and coordinate maintenance to ensure
uninterrupted power.
• Ensure all IT equipment complies with industry standards.
• Create and update infrastructure documentation.
• Ensure that IT policies and procedures are developed, documented, followed.
• Review system and intrusion detection logs; escalate anomalies to vendors
where appropriate.
• Maintain Confidentiality.
• Ensure compliance with health and safety legislation.
• Ensure professional practice standards are maintained.
HR TEAM BUILDING & EMPLOYEE RELATIONS
• Manage the performance of the IT team.
• Develop IT team by actively pursuing the transfer of knowledge and best
practices to enhance performance.
• Manage welfare needs and assist in addressing grievances.
• Manage performance-related matters.
• Co-operate/work closely with management/staff for the overall success of PCA.
• Ensure connectivity and integrated functioning to increase successful outcomes.
• Evaluate performance, complete reviews of IT team, providing support for
continuous development.
• Conduct and record meetings, briefings and training.
• Manage and implement organisational change.
• Report to work punctually and regularly.
• Set an excellent example.
MINIMUM QUALIFICATIONS AND EXPERIENCE
• Bachelor’s Degree in Computer Science, Information Technology, Information
Systems, Cybersecurity or a related discipline from an accredited institution.
• Relevant professional certification such as one or more of:
o Microsoft Certified: Azure Administrator Associate or equivalent
o CompTIA Security+
o Cisco Certified Network Associate (CCNA) or higher
o ITIL Foundation Certification
o Certified Information Systems Security Professional (CISSP)
o Project Management Professional (PMP)
• Minimum of seven (7) years’ progressive experience in information technology,
including supervisory experience.
• Demonstrated experience in:
o Enterprise networking (LAN, WAN, WLAN, VPN, TCP/IP)
o MS Exchange Server, Microsoft 365 and Windows Server administration
o Cloud infrastructure (Microsoft Azure or AWS)
o Cybersecurity, endpoint protection and vulnerability management
o Backup, disaster recovery and business continuity
o IT infrastructure, virtualization and storage solutions
o IT service management and vendor management
o Budget planning and procurement of IT systems
• Sound knowledge of the PCA Act 2006.
