The Eco-Industrial Development Company of Tobago (E-IDCOT) Ltd is a private limited liability company established by the Tobago House of Assembly (THA). E-IDCOT assists in diversifying Tobago’s economy through the promotion of environmentally sustainable production and the provision of project management services across the island.

Position Overview
The Information Systems Manager is responsible for the planning, development, implementation, security, and maintenance of the organization’s information systems and technology infrastructure.

The role ensures that ICT systems effectively support business operations, improve efficiency, enhance data integrity, and align with strategic objectives across all E-IDCOT locations. The incumbent serves as the principal advisor on information systems, digital transformation, cybersecurity, and information governance to support operational resilience and service delivery.

Key Duties & Responsibilities
1. Information Systems & Strategy Management
Leadership & Governance: Provide leadership in systems administration, enterprise applications, cybersecurity, digital transformation, and ICT governance while ensuring regulatory and policy compliance.
Systems Management: Oversee the design, implementation, maintenance, upgrades, patches, and configuration of enterprise systems to ensure they are reliable, secure, and scalable.
Technology Evaluation: Continually evaluate and recommend new technologies to improve operational efficiency.
Strategic Planning: Develop, implement, and review the Company’s ICT Strategy, annual work plans, budgets, procurement requirements, needs assessments, and feasibility studies.
Policy Development: Establish ICT governance frameworks, policies, and operational standards.
2. Infrastructure, Security & Network Operations
Infrastructure Operations: Oversee network infrastructure, servers, cloud services, data storage, CCTV systems, access control, visitor management, and Wi-Fi across all facilities to ensure high availability and minimal downtime.
Cybersecurity Framework: Develop, implement, and maintain the cybersecurity framework, information security policies, technical controls, and Incident Response Plans.
Security Assessments & Monitoring: Conduct periodic risk assessments, vulnerability testing, and penetration testing; ensure all hardware, servers, and cloud systems are secured and patched.
Staff Security Awareness: Coordinate cybersecurity awareness programs and mandatory security training for all staff.
Vendor & Service Management: Coordinate with vendors and service providers for infrastructure support and maintenance.
3. Digital Transformation & Innovation
Digital Strategy: Develop and execute the Digital Transformation Strategy aligned with E-IDCOT’s overall strategic objectives.
Process Automation: Identify opportunities to optimize operational efficiency using digital technologies, business process automation, AI, and workflow management systems.
Enterprise Systems Integration: Lead the selection and integration of key systems (e.g., financial management, HRMS, procurement, project management, EDMS, asset management, and CRM).
Digitization & Change Management: Promote process digitization to improve transparency and operational resilience, while leading organizational change management activities for new technologies.
4. Business Continuity, Risk & Data Governance
Discontinuity & Disaster Recovery (BC/DR): Develop, maintain, and regularly test ICT Business Continuity and Disaster Recovery Plans, ensuring proper backup, replication, failover, and redundancy.
Data Governance Framework: Establish frameworks, policies, and standards for data quality, ownership, classification, retention, storage, archival, and disposal.
Data Analytics & Reporting: Oversee database administration and support management through the development of business intelligence dashboards and analytics tools.
Performance & Risk Monitoring: Track Key Performance Indicators (KPIs), maintain the ICT Risk Register, establish Service Level Agreements (SLAs), and manage internal/external ICT audits.
Asset Lifecycle Management: Maintain the ICT Asset Register and manage the full lifecycle of hardware, software licenses, and technology assets.
5. Support, Leadership & General Administration
User Support: Manage helpdesk operations, escalation procedures, and technical support services to ensure timely resolution of user issues.
Vendor & Contract Management: Oversee relationships with vendors and consultants, managing licensing agreements, maintenance contracts, and warranties to ensure value for money.
Team Supervision: Supervise, evaluate, coach, and support the professional development of junior ICT staff and technicians.
Corporate Culture & Compliance: Champions organizational goals, adhere to the Code of Business Conduct, and perform any other duties required by the role.

Qualifications & Experience
Required Education & Work Experience
Education: Bachelor’s Degree in Information Technology, Computer Science, Information Systems, Software Engineering, or a closely related discipline.
Overall Experience: Minimum of eight (8) years of progressively responsible experience in enterprise information systems, ICT infrastructure management, digital transformation, and cybersecurity.
Leadership Experience: Minimum of five (5) years of experience in a managerial or supervisory capacity.
Key Assets (Preferred Skills & Background)
A Master’s Degree in Information Technology, Information Systems, Business Administration, Cybersecurity, or a related discipline.
Experience supporting multi-site operations and geographically dispersed facilities.
Background in hospitality, tourism, construction, property management, or the public sector.
Relevant professional certifications.
Note: Any other suitable combination of qualifications and experience will be considered.
Knowledge, Skills & Abilities
Technical Expertise: Deep knowledge of network administration, server management, system security, cloud technologies, POS systems, access control, and CCTV infrastructure.
Project & Vendor Management: Proven experience in vendor negotiations, SLA oversight, third-party management, and ICT project delivery.
Analytical & Problem-Solving: Advanced troubleshooting, risk evaluation, and critical thinking capabilities.
Leadership & Collaboration: Strong coaching abilities with interpersonal, negotiation, and conflict-resolution skills.
Efficiency & Organization: Exceptional time management skills, adaptability, and the ability to manage multiple priorities in a fast-paced environment.
Innovation: Creative mindset focused on continuous process improvement and organizational efficiency.
