VACANCY NOTICE: INTERNAL AUDITOR

JOB SUMMARY

The Internal Auditor provides independent, objective assurance and advisory support to the Board of Directors on the adequacy, effectiveness and reliability of TURHC’s governance, risk management, internal control, financial management, operational and compliance systems. The incumbent is responsible for planning and executing internal audits, compliance reviews, risk assessments and special investigations across TURHC’s departments to support accountability, transparency, value for money, proper stewardship of public resources and continuous improvement.

PRIMARY DUTIES & RESPONSIBILITIES

Internal Audit Planning and Board Assurance

• Prepare and recommend a risk-based annual internal audit plan for review and approval by the Board of Directors or the relevant Board committee.
• Develop audit programmes, work plans, schedules and methodologies for financial, operational, compliance, project, procurement, ICT and governance audits.
• Provide independent assurance to the Board on the adequacy and effectiveness of TURHC’s internal controls, policies, procedures and governance arrangements.
• Submit periodic internal audit reports, audit summaries, risk observations and follow-up reports to the Board or relevant Board committee.

Financial, Operational and Compliance Audits

• Conduct audits of financial transactions, budget monitoring, accounting records, asset records and financial reporting processes.
• Review operational procedures and internal controls across TURHC’s departments to assess efficiency, effectiveness, accountability and compliance with approved policies.
• Assess compliance with applicable laws, regulations, Board decisions, policies, delegations of authority, procurement requirements, contract requirements and internal procedures.
• Identify control weaknesses, irregularities, process gaps, non-compliance, duplication, wastage or areas requiring improvement.
  • Prepare clear audit findings supported by evidence, root-cause analysis, risk impact, practical recommendations and agreed management responses.

  Procurement, Contract and Project Audit Support

  • Review procurement and contract administration processes for compliance, transparency, documentation completeness, evaluation integrity, approval controls and audit readiness.
  • Examine procurement files, payment certificates, variations, change orders, consultant claims, contractor claims and supporting documents to determine whether approvals and records are adequate.
  • Conduct audits or reviews of major housing developments, land development projects, affordable housing initiatives and other construction-related activities undertaken by TURHC.

  Risk Management, Internal Control and Governance Advisory

  • Assist the Board and General Manager by identifying key strategic, financial, operational, project, procurement, compliance, reputational and fraud-related risks affecting TURHC.
  • Recommend improvements to internal controls, policies, procedures, workflow approvals, segregation of duties, document retention and accountability arrangements.
  • Provide advisory input on governance, risk and control matters without assuming management responsibility for the design, approval or operation of controls.
  • Support the development of audit-ready systems for records management, reporting, compliance monitoring and management accountability.

  Investigations, Irregularities and Special Reviews

  • Conduct or support special reviews and investigations as directed by the Board, including matters involving suspected fraud, abuse, conflict of interest, and non-compliance issues.
  • Document investigation procedures, evidence, interviews, findings and conclusions confidentially and professionally.
  • Recommend corrective action, recovery action, disciplinary referral, policy revision or further investigation where warranted.

  Audit Follow-Up, Reporting and Records

  • Maintain an audit recommendation and management action plan tracker and follow-up register for all audit findings and agreed corrective actions.
  • Follow up with management to determine whether approved recommendations have been implemented within agreed timelines
  • Prepare periodic reports for the Board and support annual governance, risk and audit reporting requirements as directed.
  • Perform any other related duties assigned consistent with the audit function

QUALIFICATIONS & EXPERIENCE

• Bachelor’s Degree in Accounting, Finance, Auditing, Business Administration, Management, Public Sector Management or a related field from a recognized institution. Professional certification or progress toward ACCA, CIA, CPA, CISA, CGA, CMA or another recognized audit/accounting qualification would be an asset.
• At least seven (7) years’ progressive experience in internal audit, external audit, accounting, financial control, risk management, compliance or governance, including at least three (3) years in a senior audit, supervisory or assurance-related role.
• Experience in the public sector, state enterprise, construction, infrastructure, housing or project-based environment would be an asset.
• Experience with audit analytics, ERP systems or ICT audit concepts would be an asset.
• Proficiency in Microsoft Office Suite, Word and Excel, audit working paper tools, accounting/financial systems, electronic records systems and data analysis techniques.

KNOWLEDGE, SKILLS AND ABILITIES

• Strong knowledge of risk-based internal auditing, audit planning, fieldwork, reporting and follow-up procedures.
• Ability to assess financial systems, payment controls, reconciliations, payroll, budget controls, asset controls and expenditure.
• Knowledge of governance frameworks, risk identification, control assessment, and Board reporting requirements.
• Ability to review procurement, tendering, contract administration, and payment processes for compliance and effectiveness.
