Finance Officer Full Time NEW

JOB SUMMARY

The Finance Officer supports TURHC’s daily financial operations by processing transactions, preparing payment documents, maintaining records, assisting with reconciliations, and monitoring budgets. They ensure the accuracy and confidentiality of payments, receipts, invoices, payroll inputs, and other financial records in accordance with approved policies and procedures.

PRIMARY DUTIES AND RESPONSIBILITIES

Financial Transaction Processing

• Prepare, verify and process payment vouchers, invoices, receipts, purchase orders, journals and other finance documents.
• Verify financial documents have appropriate approvals and required evidence before processing.
• Ensures transactions are accurately coded to the correct budget line, project, cost centre, supplier account or accounting classification.

Accounting Records and General Ledger Support

• Assist with maintaining and updating accounting records in the approved accounting system.
• Prepares schedules and supporting documentation for accounts payable, accounts receivable, prepayments, accruals, commitments and other accounting entries.
• Assists with the preparation of journals and adjustments and proper filing and retrieval of financial records.

Budget Monitoring and Financial Reporting Support

• Assist with budget monitoring schedules, expenditure reports, variance analysis and financial summaries.
• Monitor expenditure against approved budgets, project allocations and funding releases.
• Compiles financial information for management reports, Board submissions, briefing notes, subvention requests and project status updates.

Project Finance and Contract Payment Support

• Assist with contractor payment claims, consultants’ invoices, project expenses, retention advance payment records and variation-related costs.
• Verify project finance documents for completeness and maintain project payment trackers with all relevant information including payments, balance retentions and pending claims.

  Revenue, Receivables and Collections Support

  • Assist with recording and tracking revenue from housing sales, land sales, allocations, estate management activities, rentals, recoveries, fees or other approved sources.
  • Prepare receipts, deposit documentation, revenue schedules, collection reports and related reconciliations as required.
  • Monitor outstanding balances, prepares receivables schedules and supports follow-up actions according to approved procedures.
  • Coordinate with departments to verify payments, allocation and outstanding financial obligations.

  Bank Reconciliations and Control Support

  • Prepare bank, supplier and receivables reconciliations and other control schedules.
  • Check all banking transactions against accounting records and assist with monitoring petty cash, imprest accounts, cheque and payment registers and other financial control records.

  Payroll and Staff-Related Finance Support

  • Assist with payroll inputs, allowances, deductions, arrears, acting arrangements, and other staff-related finance information.
  • Prepare schedules for statutory deductions, employer contributions and staff deductions.
  • Coordinate with the Human Resources Department to verify approved payroll changes and resolve routine payroll queries.

  Audit, Compliance and Records Management

  • Prepare supporting documents, schedules, reconciliations and explanations for internal and external audit, management and Board review.
  • Assist with compliance with approved financial policies, accounting procedures, procurement-related financial requirements, statutory obligations and Board decisions.
  • Support corrective actions arising from audit queries, management reviews and control assessments.
  • Perform other related duties consistent with the level and purpose of the position.

  QUALIFICATIONS & EXPERIENCE

  • Associate’s degree in accounting, Finance, Business Administration, Management, or a related discipline from an accredited institution; or
  • ACCA Level I / CAT qualification / equivalent accounting certification with relevant experience.
  • Minimum three (3) years’ experience in accounting, finance, payroll support, accounts payable, budgeting, financial records management or a related finance function.
  • Proficiency in Microsoft Office Suite, particularly Microsoft Excel and Word.
  • Experience with accounting software, HR/payroll systems, financial databases or enterprise systems would be an asset.
    • Experience in a public sector, statutory body, state enterprise, construction/project environment or housing-related organization would be an asset.

    KNOWLEDGE, SKILLS & ABILITIES

    • Strong knowledge of accounting procedures, financial transactions, reconciliations, budget monitoring and internal controls.
    • Excellent written and oral communication skills with the ability to prepare reports
    • Strong organizational, time management and filing skills, with the ability to manage multiple tasks and deadlines.
    • High standards of confidentiality, integrity, honesty, and professionalism.
    • Sound understanding of public sector accountability, audit readiness, internal controls and proper stewardship of public funds.
