Job Description
The Project Manager prepares the annual portfolio of projects, monitors, controls and reports on project performance.
The Officer works closely with Executive Management to ensure that the scope and direction of each project is schedule and acts as a liaison between the Authority, the contractors and other stakeholders throughout the lifespan of the project. The Project Manager may provide technical expertise in a professional field such as architecture, electrical, mechanical engineering, or construction management.
The Authority reserves the right to assign the officer to any Facility under its management.
Key and Critical Responsibilities
Selects and prepares a portfolio of projects to enable the implementation of the Authoritys strategic and annual business plans.
Ensures that all projects are delivered on time, within scope and budget.
Develops project requirements, develops project scopes and objectives, involving all relevant stakeholders and ensuring technical feasibility.
Prepares business cases, project charters, and budget estimates and performs risk assessments to minimize project risks.
Liaises with Technical Heads, Finance Personnel and Ministry of Health to gain budget approvals.
Liaises with Technical Heads and Project Leads to ensure proper project management plans are developed.
Represents SWRHAs interest in negotiating and resolving contractors claims as part of effective contracts administration.
Ensures compliance with approved scope of works, codes, regulations and requested standards.
Prepares in-house estimates, evaluates contractor bids and submit recommendations.
Ensures the outputs of projects are effectively transitioned into the Authoritys operational functions.
Coordinates personnel, budgets and other resources to effectively meet the Authoritys need.
Assists in managing the interface between consultants and contractors to ensure that designs meet the needs of the South-West Regional Health Authority and its health care providers.
Performs any other assigned relevant tasks.
Must have knowledge of design, construction and the project management process.
Must have skills in management, budgeting and analysis, leadership and time management.
Must be able to make design modifications when reviewing proposals and plans.
Key Competencies
A Degree in Civil Engineering or a related degree in Construction Management or equivalent.
A Project Management Certificate (PMP).
MSc in Engineering/Construction or Project Management would be an asset.
Quantity Surveying Certification will be an asset.
At least eight (8) years experience in an engineering or construction environment managing projects of which five (5) must be at a senior level.
