Manager, Human Resources

Job Summary:

The Human Resource Manager provides strategic leadership in designing and implementing human initiatives including change management, succession planning, consistent with corporate goals and objectives. To complement the needs of this position the individual is expected to:

  • Serve as a strategic leader and role model across the Human Resources, HSE, and ICT departments.
  • Plan, implement and evaluate comprehensive human resource management programs.
  • Interpret complex corporate policies and procedures to propose effective courses of action.
  • Establish and maintain the highest level of confidentiality regarding all organizational records.
  • Demonstrate strong analytical and problem-solving skills in alignment with business objectives.
  • Actively participate in management initiatives, safety reviews, and corporate strategy meetings.

Reporting Relationship: Chief Executive Officer or Designate

Supervises: Human Resource Officers, Human Resource Assistants, HSE Officers, Administrative Assistants)

Key Responsibilities

1. Human Resource Management

Strategic HR Planning & Organizational Development

  • Organizational Design: Provide technical guidance to department managers regarding organizational structure, job design, and staff establishment.
  • Strategic Growth: Initiate, implement, and coordinate long-term Human Resource Planning and Organizational Development initiatives aligned with VMCOTT’s goals.
  • Succession Planning: Design and execute robust succession planning programs to identify talent pipelines and ensure organizational continuity.

Performance Management & HR Systems

  • Performance Evaluation: Coordinate the company-wide Performance Management system to establish clear metrics, track KPIs, and drive accountability.
  • HRIS Administration: Implement and manage the Human Resource Information
    System (HRIS) to streamline data tracking, analytics, and reporting.
  • Data Security: Establish and maintain the highest level of confidentiality over employee records, personnel files, reports, and organizational charts.

Training & Learning Development

  • Program Design: Design, implement, and evaluate VMCOTT’s Education and Training programs tailored to all staff levels.
  • Gap Analysis: Conduct training needs assessments to identify and bridge performance gaps across technical and managerial roles.

Employee Support & Behavior Optimization

  • Workforce Support: Develop and execute counseling, career guidance, and employee assistance initiatives to boost morale and retention.
  • Behavior Modification: Implement professional behavior modification programs to foster a positive, productive, and compliant corporate culture.

2. Health, Safety & Environment (HSE)

  • Manage all HSE functions across VMCOTT’s locations, driving compliance with strict policies and procedures.
  • Address and correct unsafe practices by supporting and advising supervisors and managers.
  • Develop, implement, and monitor the departmental HSE budget.
  • Review accident documentation to evaluate trends and proactively reduce process hazards.

Requirements, Qualifications & Experience

  • Advanced Degree: An MBA with HR specialization or an MSc in HRM or higher degree is required.
  • Education: BSc Degree in Social Sciences with a major in Human Resource Management
    & Labour Relations and/or Psychology.
  • Experience: Minimum of five (5) years of human resource management and labour relations experience at a senior level.
    Legal Literacy: Working knowledge of local labour laws, including the Industrial Relations Act, Occupational Safety & Health Act, Minimum Wages Act, Maternity Protection Act, and Workmen’s Compensation.
  • Technical Skills: High computer literacy, specifically proficient with Microsoft PowerPoint and Microsoft Word.
