Job Description
The Human Resource Officer is responsible for providing support in the various human resource management functions which includes Industrial Relations and Compensation Administration. This is a supervisory position.
Key and Critical Responsibilities
Provide support to supervisors and staff to develop the skills and capabilities of staff.
Process the monthly payroll for non-unionised staff.
Review the monthly payroll for unionized staff.
Advise on pay and other remuneration issues, including promotion and benefits
Provide Industrial relations advice, guidance and support to management and staff
Assist Managers, Supervisors and staff with the interpretation of Human Resource Policy Memorandum of Agreement and Industrial Labour Laws and ensure compliance
Provide assistance in developing human resource plans
Provide advice and recommendations on disciplinary actions.
Provide information and assistance to staff and supervisors on human resource
and work-related issues.
Assist in maintaining favorable relations among employees.
Administer employee benefit programmes, such as pension, group health plan national insurance claims, workmens compensation etc.
Assist in development of company bargaining proposals for employee benefits and analyzes union benefit demands. Obtain and prepare cost data for company and union proposals and final settlement.
Assist with preparation of job descriptions.
Seek incentive programmes that encourage excellent performance and increase retention rates.
Conduct Industrial relations research or the resolution of industrial relations issues.
Attend conciliation meetings at the Ministry of Labour and Industrial Court taking direction on behalf of the company.
Liaise with recognize majority union to organize and plan meetings.
Chair monthly Non-Crisis Meetings with the Recognized Majority Union
Promote workplace safety.
Performs other related duties as assigned by the Human Resource Manager.
Key Competencies
Key Qualifications, Experience, Skills and Abilities:
A Bachelor’s degree Human Resource Management, Business Administration or any other Social Science
Certificate in Industrial Relations
At least three years working in a human resource environment with supervisor responsibilities.
Knowledge of policies, systems and techniques in the discipline of human resource
Knowledge and understanding of principles, practices and laws that govern the conduct of industrial relation
Excellent interpersonal skills, verbal and written communication skills
Ability to deal effectively with a variety of people and situations.
Good organizational skills
Ability to work under demanding conditions
Courteous, tactful, diplomatic and highly confidential disposition
