Job Description
ONE (1) YEAR CONTRACT
An employee in this class maintains records of accounts in a small administrative unit or supervises a limited fiscal or accounting function within an Accounting Unit. Work normally follows established procedures, with the employee having little responsibility for developing methods or procedures. The employee performs routine day-to-day functions with minimal supervision, but problems involving policy matters or significant irregularities are referred to a superior for advice. Duties require the application of accounting knowledge and skills in solving work problems. Supervision is received from a superior officer through review of completed work or periodic checks as assignments progress.
Key and Critical Responsibilities
Supervises a small office unit engaged in the review, posting, and processing of fiscal transactions.
Posts accounting data to general ledger accounts from posting media; reports; takes trial balances and prepares financial reports.
Maintains expenditure and budgetary control accounts and prepares necessary reports relating to account status.
Analyzes forms, correspondence, audit reports, and other records for completeness and accuracy to determine sufficiency of information and compliance with prescribed regulations.
Checks votes on application for releases to ascertain balances; reconciles lists or cheques with releases.
Makes continuous inspections of control systems for the development programmes and extraordinary work.
Performs related work as required.
KNOWLEDGE, SKILLS AND ABILITIES
Knowledge of office methods.
Some knowledge of the Exchequer and Audit Ordinance and Financial Regulations and Instructions.
Knowledge of basic organisation, functions and policies of the Department as related to accounting needs.
Some knowledge of accounting principles.
Ability to apply and adapt established methods in accounting transactions.
Ability to perform detailed work involving written or numerical data and to make arithmetical calculations rapidly and accurately.
Ability to prepare complete and accurate accounting reports and statements. Ability to supervise the work of a small group of employees engaged in bookkeeping or related office routines.
Ability to establish and maintain effective working relationships with other employees and the public.
Key Competencies
Minimum of 18 months to 4 years of experience performing accounting, auditing or financial management duties.
Training in Government Accounting, Financial Management, Financial Reporting Standards, or the use of computerized financial management systems would be an asset.
