General Manager, Procurement & Cost Optimization

JOB SUMMARY:
The General Manager- Procurement & Cost Optimization, will be a member of Caribbean Airlines (CAL) Senior Leadership Team and will provide leadership for and oversee all of the company’s procurement activities, ensuring that they are conducted in accordance with policies and procedures. The incumbent will function in the capacity of the Named Procurement Officer as identified by the Public Procurement and Disposal of Public Property act, creating strategy for procurement, identifying risk profile and establish mitigation strategies. He/She will develop and amend over time, CAL’s Procurement strategy to support corporate and operations strategy, and to ensure that price-driven procurement strategies, policies and manuals are in place, and that above all else, there is compliance with legal and regulatory requirements. This individual must also manage the Cost Optimization function. This is a contract (fixed-term) position.
The General Manager will have approximately six (6) direct reports. The duration of this contract will be three (3) years.

KEY DELIVERABLES:
Service Delivery:
Ensures the effective and efficient delivery of company provided services to employees in keeping with the department’s approved SLAs.
Policy Compliance:
Ensures compliance with all legislative, regulatory, and operational policy requirements.
Monitoring contracts for compliance with terms and conditions, supplier evaluation, reporting to regulatory bodies as required by the Office of Procurement Regulation.
Monitor and ensure compliance with the Company’s Procurement Policy by the Buyers.
Strategic Perspective:
Possesses an excellent understanding of the organization’s overall objectives and strategies; has a good understanding of the organization’s business, and the competitive markets and challenges within which it operates. Can translate this requirement into a value adding and overall efficient Procurement strategy.
Preparation of a Caribbean Airlines’ Procurement Strategy and advise on Approvals Level Model.
Preparation of the Annual Procurement Plan, establishing the organization strategy for the upcoming twelve-month period identifying all the segments of planned procurement. Submission of Annual Procurement Report and Schedule to the CEO and OPR for approval.
Developing disposal and significant (high value and/or high risk) procurement strategies.
Profitability:
Manages assigned resources to maximize efficiency of operations and create value for customers.
Ensures that all goods and services are purchased at an optimal price and within time constraints, and that all purchases represent good value for money through expert knowledge of the airline industry supply chain.
Maintains a vendor database that ensures effective pricing and good value for money.
Manages operational budget for the Procurement function and provide budget advisory services to managers regarding purchasing.
Ensures reconciliation of financial accounts and support in cash flow planning related to monies expended through Procurement.
Negotiate the best deals for Caribbean Airlines, whilst maintaining good vendor relationships.
People Management:
Supports the growth and development of team members, through effective engagement, leadership, and guidance. Supports the Company’s People Agenda through adherence to related policies, processes and initiatives, and championing of company core values.
Builds the Procurement skills base within the organization to align with the Corporate and Procurement Strategies and Operational requirements.
Reporting:
Ensures the delivery of accurate and timely operational and other reports, with a view to supporting effective data analysis and decision-making.
PERSON SPECIFICATION:
Qualifications and Experience:
You will possess a Degree in Business Management, Supply Chain or related field, OR the CIPS or other Procurement qualification OR relevant combination of qualifications.
You will have a minimum of 10 years of experience in a procurement role, five (5) of which must have been in a senior leadership position OR relevant combination of qualifications and experience.
Knowledge and Competency:
Considerable knowledge of Procurement & Supply Chain Management principles and techniques.
Hands on experience with supply chain management software (such as SAP MM, AP Modules, SAP Plant Maintenance, etc.).
Comprehensive knowledge of Public Procurement and Disposal of Public Property Act and OPR.
Considerable knowledge of modern management techniques and practices.
Project Management experience within a procurement role.
Negotiation skills are critical.
Working knowledge of financial issues and the ability to apply financial policy procedure.
Proficiency in full MS Office Suite, particularly MS Word and MS Excel.
Knowledge of the airline supply chain, and a network of relationships within the airline supply chain industry would be an asset.
Excellent written and verbal communication skills with external, as well as internal stakeholders.
Customer service excellence orientation – for both the internal and external customer.
Critical thinking and problem-solving skills.
Considerable knowledge of research and analysis methodology and techniques.
Excellent interpersonal and communication skills.
Ability to lead a multi-disciplinary team.
Ability to plan, direct, coordinate and control complete functions or operations.
Ability to exercise mature judgment and discretion in assessing programmes, in making difficult job decisions and in interpreting policies and procedures.
ADDITIONAL INFORMATION:
The successful candidate will be based at the company’s head office in Port of Spain, Trinidad and Tobago, must be legally authorised to work in Trinidad and Tobago, and may be required to travel to other Caribbean Airlines jurisdictions.
